Complex organization development for civil organizations of Heves County TÁMOP 5.5.3.-08/02-2008-0031 The project is supported by the European Union and the European Social Fund. Background of the project:

Heves County is known as the most developed county in the northern Hungarian region but it is pretty backward in the nationwide relations. The civil organizations are mainly located in the bigger settlements. The county is not too successful on the National Civic Fund (NCA) tenders - less than 300 organizations gained support with the amount of 173 million forints in 2006. Referring to the database of the National Development Plan, the civil organizations of Heves County were also not successful between 2004 and 2006. This program’s aim to improve the organizational development and project management methods of the participated organizations and must increase their financial and public accountancy knowledge. In the case of the civil improvement only the long term projects can be successful and can fit to the civil demands.

Duration of the project: from 1st of April 2009 till 30th of September 2010.

MAIN GOAL OF THE PROJECT:

With the help of the TÁMOP 5.5.3., a complex organization development process could start in all the seven micro-regions. The services of the program: free, complex, unique organization development in 250 hours (based on the methodology of the 4 stair model); accredited training in the following themes: project-cycle management, fundraising and communication; expert assistance and counseling on finance, laws, applications and project management. As a result of this program, the assistance of 30 civil organizations can be realized and 300 organizations can make use of the developing trainings and services. The program is realized in consortium co-operation. The project will be implemented with the cooperation of the Carpathian Foundation - Hungary, Életfa Environmental Society and the INNTEK Innovation and Technology Center Public Benefit Ltd. The project affects in all the 7 micro-regions of Heves County and gives help to at least 300 civil organizations, out of these, 30 leaders participate in the free complex organization development process.

What are we offering?

We are offering the following services to the participating organizations: • Free, 250 hours service of organizational development, since end of May, 2009 • Participation in 3 accredited trainings in 2010: Project-Cycle Management (pcm), Fundraising and Communication. • Free personal advices and expert assistance and counseling on finance, laws, applications and project management in every month • The cooperating organizations will be able to participate effectively in the competitions of the New Hungarian Development Plan (ÚMFT) • Developing their fundraising and communication skills and acquire a wider relationship and society reputation The opening ceremony was held on 18th of April in 2009 with 100 participants. The project had great publicity and was representing in the local and regional media several times. The project was presented to the organizations in 8 different locations in April (2 in Eger together, Gyöngyös, Hatvan, Füzesabony, Bélapátfalva, Recsk, Heves).

ORGANIZATION DEVELOPMENT

- On the 3rd of April in 2009 – the competition was announced on the partner’s WebPages (39 proposals were submitted until 19th of May.) - On the 22nd of May in 2009 – was held the Grant Committee where 30 organizations were chosen: Terra Mater Environmentally Friendly Public Benefit Association, Young Association of Pétervására, Kaptárkő Conservational and Cultural Association, Association of Disabled People in Heves County, Child-Mother Leisure and Way of Life Foundation, Grassalkovich Education and Cultural Fund, Together for Demjén Foundation, Teddy Bear Child-Mother Public Benefit Association, Sirok Tourism Association, Hungarian Police Museum Society Cultural Association, Golden Gate Fund, Pannónia Singers Cultural Fund, For the Future Foundation, Lime Tree Blossom Fund, Foundation for Child Smile, Association of Disabled People in Heves County and the Region, Environmentally Friendly Foundation for the Quality of Life, Growing the Power Public Benefit Association, Protection of interest and Sport Association of the Transplanted People in Heves County, Health Visitors of Eger for the Families, Eger Heart Association, Little Speck Foundation, Tourism and Vine Fun Environmentally Friendly Association of Demjén, Parent Association of Accumulated Disabled People in Heves County, Association for the Wildlife of the Mátra, Girlfriends of Eger for the Future Association, Foundation for the Educated Youngsters, Association of Folk Instructors of Heves County, Association of Environmentalists and Traditionalists in Nagyréde, Life Reforming Folk College – until July of 2009. Association of Diabetic People in Eger – since august of 2009. Standby list: Mátra Retireds Association, Association for the Relationships with the Twin-Cities - On the 28th of May in 2009 – A project discussion was held with almost 60 people represented from the 30 participating organizations of Heves County. The project manager (Beáta Csomós) introduced the project and the 10 experts of the organization development. Ferenc Bárdos explained the improvement processes and Boglárka Bata showed the technical implementation and the exact activities. The program was ended with questions and answers. The 10 experts of the improvement: Ferenc Bárdos, Zsuzsanna Ónodi, Mrs. Matiszlovics Éva Horváth, Mrs Román, János Godó, Péter Bodó, József Gortva, Sándor Gál, József Kary, Szabolcs Hermann The organization development process for the 30 organizations was started by the experts. - On the 15th of September 2009: the ‘making the diagnosis’ part finished. 29 organizations from the 30 continued the participation. - On the 16th of September 2009: started the developmental line of the project, the improvement plans of the organizations was made until 15th of January. - Between 16th of January 2010 and 15th of June 2010: the implementation of the Development Plan was finished

EDUCATIONAL DEVELOPMENT, E-LEARNING

- In July, 2009, the curriculum development of PCM, Communication and Fundraising has started - On the 4th of December, 2009, the training was identified by the North Hungarian Regional Labor Office into the adult educational institutes with number 011312009 - On the 28th of January, 2010 the accreditation request was sent to the Commission of Accreditation and Education and to the Commission of Adult Education. WORKSHOPS:

1. Professional discussion-workshop

A professional discussion (workshop) was organized about the improvement of the process for the participating NGOs by the project partners and experts. On the 13th of October in 2009 between 4pm and 8pm: The location of the event: Civil House, Council room, 3300 Eger, Bajcsy-Zsilinszky str. 9. It was promoted in the local media on the 15th of October, in the program called ‘Civil Time’. Topics:

  • the experiences and the achievements of the project
  • the organizational diagnosis part of the project
  • the experiences of the personal, legal, financial and PCM advices
  • „best practices”- presentations of successful organizations
  • Teddy Bear Children-Mother Association,

2. Professional discussion-workshop

The second professional discussion (workshop) and a press conference was organized in the institution of Industrial Chamber of Heves County (zip code: 3300, Eger Faiskola street 15, near the K2 road) on the 14th of January in 2010 between 4pm and 6pm with the participation of the experts and partners of the consortium. The 3rd professional meeting (workshop) was organized in the hall of the TIT Bugáth Pál Association on the 17th of February in 2010 between 3pm and 5pm with the participation of the experts and the partners in the consortium. The possibilities of the cooperation between sectors, presented by Gábor Bögös from Association of Non-Profit Organizations to support the unemployed in Hungary Brake 3. 5. Professional discussion-workshop

The 5th professional meeting (workshop) was organized in the hall of the TIT Bugáth Pál Association on the 23rd of April in 2010 between 3pm and 5pm with the participation of the experts and the partners in the consortium.
